A key senior management role within Nunavut’s Department of Community and Government Services for a proven leader of people and resources, with knowledge of Northern construction, economic, political, social and cross-cultural conditions and practices.

The Government of Nunavut is seeking a Regional Director, Infrastructure – Kitikmeot, who, reporting to the Executive Director, Infrastructure, within the Department of Community and Government Services (CGS), will provide strategic leadership and accountability for capital project delivery and asset management within the five (5) Kitikmeot communities, with a population of approximately 7,000.
This is a sizable mandate, with responsibility for the coordinated management and oversight of all capital projects delegated to CGS having an annual value in the range of $40 million, and the planning and execution of the Department’s asset management and project management policies and procedures in support of an effective, efficient delivery of programs and services at the regional level.
As Regional Director, Infrastructure – Kitikmeot, you will establish annual work plans and goals for regional staff, work closely with the Executive Director to identify key strategic goals and objectives within CGS, and support value management strategies and programs to achieve highest-value solutions to design challenges. You will also provide facility management services to deliver appropriate solutions to GN infrastructure needs, ensure that approved objectives are met in an effective manner, consistent with the priorities, operational policies and procedures of the GN and stated CGS principles and values, as well as provide support and training to asset management staff.
Within the scope of your strategic project management leadership responsibilities, you will call upon your strong knowledge of the Project Management Body of Knowledge (PMBOK) and industry standards of project management as published by the Project Management Institute, and your extensive experience in applying that knowledge in the direct planning and development of project management standards and processes.
Within the context of your strategic asset management leadership accountabilities, you will draw on your strong knowledge of Asset Management best practices and industry standards, including those published by the International Facility Management Association (IFMA) and/or the Building Owners and Managers Association (BOMA). At the same time, you will leverage your extensive experience in applying that knowledge in the planning and execution of asset management standards and processes.
This is an exciting career opportunity for a savvy project manager with considerable experience managing project work in Northern jurisdictions. Your experience in leading, managing and directing employees is combined with knowledge of modern project management best practices, as well as construction procurement strategies and practices, and considerable experience in project delivery and managing consultant and construction contracts. As a result, you have a strong understanding of design and construction issues and legal concepts, and the effect of public policy on the private sector and other affected parties, and can evaluate technical information, opinions and proposals, make astute decisions, and provide direction in the area of project management.
Analytically minded, with sound judgement and problem-solving abilities, you know how to identify and address problems encountered while managing capital projects, validate facts, evaluate criteria, select options and determine directions, balance competing priorities and perspectives, evaluate program results against objectives (i.e., schedule, budget and quality), and make sound recommendations.
Both a facilitator and a negotiator, skilled in conflict management and team-building, you are well equipped to direct, manage, lead, and negotiate with internal/external groups or clients, and have the organizational awareness to respond to, and manage, changing environments within the GN and municipal communities, as well as manage and administer politically sensitive and high-profile issues. Adept at multi-tasking, you can confidently manage a regular workload and special assignments, and balance priorities and staff assignments with limited resources and within budget, while keeping focused on the issues at hand.
As the Regional Director, Infrastructure – Kitikmeot we seek, you will have experience in the dispute resolution process, and be able to balance leadership, advisory, regulatory duties and team-based management, and communicate concepts, ideas and instructions. Your interpersonal and communication skills, particularly in a virtual environment, will be key in building consensus and managing expectations in an environment with multiple stakeholders. You will also have the financial skills required to lead the development of budgets for capital and O&M projects, and to control, and report on, the CGS capital projects program.
Typically, your level of expertise and skillset will have evolved over 7 years of progressive managerial experience, and at least 10 years of progressively challenging project management experience on medium-to-large commercial and/or institutional building projects, with exposure to, and participation in, all aspects of planning, design, construction and delivery. This will have included no fewer than 5 years in the role of prime consultant or project lead responsible for coordinating the input and delivery of multi-disciplinary teams.
Complementing these achievements is a professional degree in Architecture, Engineering or a related discipline from a recognized post-secondary institution, together with a Project Management Professional (PMP) designation, and membership in an appropriate professional association (PMI or equivalent).
